Key Indicators of CR in 2019

In 2019, according to the requirements on high quality development, CR focused on bringing into full play the leading role of railway in building China’s strength in transportation, deepened the guideline of strengthening the foundation up to standards to improve the quality and efficiency of railways, comprehensively implemented the activities in railway safety, construction and development, and had successfully completed the pre-set goals and tasks. Railway safety remained stable, investment tasks were all fulfilled, passenger and freight traffic volumes continued to increase, remarkable achievements were made in science and technological innovation, and green development had achieved notable results.

China’s HSR Entering an Era of Intelligence

The accelerated application of new technologies—AI, big data, cloud computing, IoT, BeiDou navigation system, blockchain and 5G alike – has stimulated new rounds of scientific and technical revolution and industrial transformation. As mankind has entered an era of intelligence, the railway industry is expected to rise up to even more challenging requirements. The Master Plan for Railway Digitalization in the New Era released in 2017 proposes the strategic goals of “building an intelligent railway”. In the same year, China State Railway Group initiated the construction of a number of key intelligent projects including the Beijing-Zhangjiakou and Beijing-Xiongan railways and raised the goal of building an intelligent high speed railway. The operation of “Fuxing” EMUs at 350km/h on the Beijing-Shanghai HSR opened the prelude of HSR intelligent innovation in China. In 2019, China Railway Main Data Center was established and entered operation, which is a crucial step forward of the railway sector tapping computing and intelligent technologies.

China Academy of Engineering’s Major Consulting and Research Project Strategic Research on Intelligent High-speed Rail (2035)

With a view to China’s major strategic demand for the development of intelligent high-speed rail (hereinafter referred to as IHSR), the project team has established an IHSR system architecture, developed key technologies and a technology platform, built a standard system and an evaluation system, drawn a development blueprint, and proposed related policy advice for China’s intelligent high-speed rail; the research outcomes are comprehensive, forward-looking, and strategically significant and the proposed three-stage development goals respectively in 2020, 2025 and 2035 will play a guiding role in the development of China’s intelligent high-speed rail.

A Tentative Study on the Integrated Management of Locomotive and Car for the 160 km/h Power Concentrated EMU

The operation of the 160km/h power concentrated EMU trains is even more demanding in terms of management mode, operation, organization and emergency handling due to its flexibility in formation and operation & maintenance. To achieve unified and efficient management, China Railway Shenyang Group Co Ltd has fully integrated its resources in structural organization, rules and regulations, personnel exchange, production organization, crew operation, information management, etc. By doing so, an integrated management mode for power concentrated EMU trains has been studied and put into use.

Innovation and Practice of Engineering Quality Management in Comprehensive Test Section of Datong-Xi’an High-speed Railway

The main line of the comprehensive test section of Datong-Xi’an High-speed Railway is 86.666 km long and has 3 stations including Yuanping West Station, Xinzhou West Station, and Yangqu West Station. To sustain both operational testing at the speed of 350 km / h and scientific tests of new technologies, adaptive reconstructions such as the application of communications, signals, and electrification have been completed, and technical reconstructions such as Polyurethane Reinforced Ballasted Track and CRTS Ⅰ Vibration-damping Double-block Ballastless Track have been carried out. Therefore, the test section provides an important experimental environment and favorable testing conditions for the comprehensive test of high-speed railway. The engineering of the section, featuring complex organization and management, wide-range quality management, considerable quality-influencing factors, difficult and high-risk construction, has innovated the concept of quality management and proposed measures such as total quality management and Refined Quality management based on three major theories of Zero Defects, Total Quality Management, and Refined Quality Management. The engineering has achieved remarkable results in quality management: no accident due to negligence or poor quality occurred in construction, the organization is efficient, the test data is accurate and reliable, and the engineering is 100% qualified for the final acceptance.

Study on Building Plan of the Intelligent System for Xiong’an Integrated Transport Hub

This paper introduces the current status of the monitoring system building for an integrated transport hub. By analyzing the intelligent building needs of the integrated transport hub in terms of intelligent passenger service, intelligent control of electromechanical equipment, intelligent operation and maintenance, and emergency management, etc., the intelligent system building plan for Xiong’an integrated transport hub is proposed. The unified and virtualized cloud platform of the hub can realize the interoperability of various intelligent systems, providing the basic conditions for the application of the Internet of Things, big data, and AI (Artificial Intelligence) in integrated transport hub. The conclusions of this study have been applied in the intelligent system design of Xiong’an integrated transport hub, and the study results could serve as a reference for the intelligent system building of integrated transport hubs.

Study on Digitalized Interlocking System Based on Intelligent Trackside Equipment

A digitalized interlocking system based on the intelligent trackside equipment is proposed on the basis of the existing full electronic computer interlocking system. The paper describes in detail the system functional structures as well as their regional control, digitalized trackside equipment design and remote intelligent operation and maintenance systems. The application of the system can greatly reduce the complexity of indoor equipment and improve the flexibility of system configuration and the system is the new generation of all-round digitalized interlocking system which is applicable to the unattended stations with more flexible configuration.

Study on Standard Evaluation System for Environmental protection and Water Conservation of Railway Construction Projects

To conduct systematic evaluation on the whole process of the environmental protection and water conservation for railway construction projects, a scientific, rational and practical evaluation standard index system of environmental protection and water conservation for railway construction projects is established to realize the flexible evaluations of railway construction units in different stages of engineering design, construction and acceptance. By collecting the basic engineering data of relevant projects, the paper introduces the significant environmental impact factors and water and soil conservation measures of railway construction projects. Selection of indices in the evaluation system is determined and completed by analytic hierarchy process and expert consultation. The weight of indices is determined by the comprehensive evaluation index method. The evaluation model is further established and evaluation method determined.
